A.THEME & PURPOSES

Theme for ENGLISH PARADE – SCRABBLE Competition for all students of Brawijaya University is Culture Carnival. The purposes of this event are:
1.     Developing the ability of Brawijaya Univeristy’s students in English vocabulary with the appropriate letter usage.
2.     Giving the opportunity for Brawijaya University’s students to compete in developing English skill.

B. TIME & PLACE

C. REQUIREMENTS
1.     ENGLISH PARADE – SCRABBLE Competition’s participant is the student of Brawijaya University.
2.     Participant should pay the registration, fulfill the registration form, and show the Student Identity Card (KTM).
3.     Participant should attend the Technical Meeting.
D. SCORING CRITERIA
1.      Stage I – Prelimminary I
a.   Word and letter usage’s accuracy.
b.   The total point acquired.
2.      Stage II – Preliminary II
a.   Word and letter usage’s accuracy.
b.   The total point acquired.
3.      Stage III – Semifinal
a.   Word and letter usage’s accuracy.

4.      StageIVI – Final

E.   GENERAL STIPULATION OF THE COMPETITION
1.     Registration
a.   The payment of registration that is Rp 10.000. The money had been used to pay the registration can not be taken again.
b.   The registration starts from Tuesday august 16th – Thursday October 6th 2011 at 9.00am-3.00pm.
c.    Registration location is in AEC Secretariat, FIA UB Jl. MT. Haryono 163 Malang.
d.   The form registration can be taken in the registration location.

2.     Re-Registration
Re-Registration held on the Technical Meeting’s registration on Friday, October 7th 2011 at 3.00pm in Hall 4th floor Building A, FIA UB.
3.     Technical Meeting
a.   Technical Meeting is held on Friday, October 7th 2011 at 3.00pm – finished in Hall 4th floor Building A, FIA UB
b.   Things that haven’t been written yet will be discussed in the Technical Meeting.

 F.   TECHNICAL GUIDELINE OF THE COMPETITION
1.   Stage I – Elimination I
a.   All participants will be divided into 15 games that consist of 3 session @ 5 games, each game played by 4 participants.
b.   Each game will be held in 40 minutes.
c.    After both of the 3 sessions had been held, 20 participants with the highest score can enter the next stage (Stage II – Elimination II).
d.   If there are some participants with draw score, they will be given additional time (20 minutes) to play the additional game.
2.   Stage II – Elimination II
a.   20 participants with the highest score from Stage I (Elimination I) will play in 5 games @4 participants.
b.   Each game will be held in 40 minutes.
c.    8 participants with the highest score can enter the next stage (Semifinal).
d.   If there are some participants with draw score, they will be given additional time (20 minutes) to play the additional game.
3.   Semifinal Stage
a.   8 participants with the highest score from Stage II (Elimination II) will play in 2 games @4 participants.
b.   Each game will be held in 40 minutes.
c.    4 participants with the highest score can enter the next stage (Final).
d.   If there are some participants with draw score, they will be given additional time (20 minutes) to play the additional game.
4.   Final Stage
a.   4 participants with the highest score from Semifinal Stage will play in 1 game.
b.   The game will be played in 40 minutes.
c.    If there are some participants with draw score, they will be given additional time (20 minutes) to play the additional game.
d.   From those 4 participants, will be taken 3 highest score to achieve the 1st, 2nd, and 3rd winner.
G.   COMPETITION RULES
1.   If the participant not attend the event 10 minutes before the event started or if the participant doesn’t give any respond when the participant is being called as many as 3 times, the participant is considered to be disqualified.
2.   If the participant get any help form other participant or participant’s friend, the he/she will get 2 times warning from the cometee, and if the participant keep doing that, he/she will be disqualified.
3.   The participant is not allowed to leave the competition location without any permission from the cometee.
H.   AWARD
1.   Engllish Parade Scrabble Competition will take 3 category: 1st winner, 2nd winner, and 3rd winner.
a.     1st winner will get trophy, fresh money, and certificate
b.     2nd winner will get trophy, fresh money, and certificate
c.     3rd winner will get trophy, fresh money, and certificate
d.     Other participants will get certificates.
2.   Jury team’s decision is absolute and can not be disturbed.

I.     NOTES 
        The limitation of English Parade Scrabble Competition is 60 participants.

3.     Giving the opportunity for students to compete especially for English skill development.

C. REQUIREMENTS
1.     ENGLISH PARADE – SPEECH Competition’s participant is the student of SMA/MA/SMK Malang Raya.
2.     Participant is required to pay the registration, fulfill the registration form, and show the Student Identity Card.
3.     Every participant has the obligation to attend the Technical Meeting.

F.     TECHNICAL GUIDELINE OF THE COMPETITION
All participant will perform his/her speech one by one according to the taking of lottery number. Each participant will get purely 5 minutes to deliver his/her speech. The first lottery number will be took by the commettee chairperson. After one participant finished performing the speech, he/she will take the next lottery number and so do the next other participants.

G.   COMPETITION RULES
1.   If the participant not attend the event 10 minutes before the event started or if the participant doesn’t give any respond when the participant is being called as many as 3 times, the participant is considered to be disqualified.
2.   The participant is not allowed to leave the competition location without any permission from the comitee.
H.   AWARD
1.   Engllish Parade Scrabble Competition will take 3 category: 1st winner, 2nd winner, and 3rd winner.

C.GENERAL STIPULATION OF THE COMPETITION
I.Registration

D. RULES AND REGULATION

  I.      GENERAL
1)      This set of rules and regulations of  debate competition, 2nd English Parade 2011 hosted by Administration English Club Faculty of Administrative Science Brawijaya University, at Ocober 22nd-23rd 2011.
2)      The tournament will be using Asian Parliamentary format
3)      We open this tournament with maximum caps until 32 Teams
4)      The A-core (Chief of adjudicator and deputies) has full authority regarding the interpretation and modification, if necessary of these rules (if not stated on the constitution). The decisions of the A-core with respect to these rules will be final and binding.
     II.      ELIGIBILITY
1)      The competitors are eligible to participate in this competition, if and only enrolled as full time students in the represented university/school, proved by student ID or official letter from their institution.
2)      Each team complete will consist of three members. The members of the team  can be be from the different faculty/departments/university.it means the participant can have cross varsities for team mates
3)    Maximum for university students in 2007 academic year
4)      The 2nd English Parade 2011 Committee reserves the rights to investigate the legitimacy of any persons participating in the competition
          III.      FORMAT OF THE COMPETITION
1)      The 2ndE nglish Parade 2011 will be conducted in two phase:
·         The Preliminary Round
·         The Elimination Round
2)      In the preliminary rounds of this competition, there will be 4 rounds of debates. All teams will start on an equal footing with the pairing for the first round being done randomly. For the subsequent rounds, the teams will be graded on the basis of the tabulation result. The following grading criteria will be considered in decreasing order of priority:
·         Total victory points (Win – Loss Record: 1 point for a win and 0 for a loss)
·     Cumulative team score
·         Cumulative margin
3)      At the end of this grading for each round, the top two teams will meet each other; the next two teams will meet each other and so on.
4)      The top sixteen teams ) at the end of the four rounds of the preliminary will qualify for the elimination rounds of this competition.
5)      Four Elimination Rounds namely The Octofinals , Quarter Finals, Semi Finals, and the Grand Final, will decide the winner of this competition. Tournament Power Matching (best meets worst i.e. Team 1 meets team 16, team 2 meets team 15 and so on) will be employed in these rounds. The winner of each round proceeds to the next round.
6)      This tournament will award the best two teams (grand finalists) as the winner and runner up and also another two teams as second runner up and Best speaker also
7)      There are also awards for the Best novice Teams,Best Novice Speaker,Best Novice Teams
8) All of motion will be announced impromptu(heading motion will be launched on September 3rd 2011)
9) The teams who are coming late after motion preference has begun will lose the rights to have motion preference
 III.             FORMAT OF THE DEBATES
1)      Two teams will debate a motion in each round of this competition. They shall be referred to as the proposition (Affirmative of the house) and the Opposition (Negative). The side on which a team debates shall be determined by a fair mechanism enabling teams to have equal chances of being proposition and Opposition during the preliminary rounds.
2)      These motions selected by A-core shall be announced 30 minutes prior to the scheduled start of each round of the debate to permit the teams to construct their individual cases. . Any teams arrived 5 minutes after the debate has been started  will be lose the rights to debate on that round
3)      Each team will have three speakers and each speaker will deliver substantive speech of the time duration specified below. Either the first or the second speaker from each team will deliver a reply speech. The order of the speeches will be as follow:
·         First Proposition                    7 Minutes
·         First Opposition                     7 Minutes
·         Second Proposition                7 Minutes
·         Second Opposition                7 Minutes
·         Third Proposition                   7 Minutes
·         Third Opposition                   7 Minutes
·         Reply Opposition                   5 Minutes
·         Reply Proposition                  5 Minutes
5)      A warning Knock will be sounded at 1st minute to open PoI session, 6th minute to close PoI session, 7th minute of a substantive speech. As for the reply speech there will be warning knock at 4th minutes, and 5th minutes. The speaker is expected to complete his / her speech in the allocated time. After 20 seconds, a continuous knock will be sounded.
6)      The proposition (affirmative) must define the motion and support this by giving constructive arguments. The right to define the resolution primarily resides with the proposition. The proposition is expected to give a reasonable definition for the resolution. The Opposition must oppose the proposition and build a counter case against them. In the event that the Opposition feels that the proposed definition is invalid, it may challenge the definition and propose an alternative definition.
7)      There will be one special round for the Opposition to choose which side of a given issue it will defend, which will announced at the beginning of the case building. Their choices will determine what position will defend by proposition on that round. e.g., "The United States should/should not extend Most Favored Nation trade status to China" if the Opposition chooses to take “should”, then the proposition have to defend “should not” in the motion.
     V.      ADJUDICATION
1)      The adjudicators shall arrive at an individual decision after the completion of the debate; they shall not confer among themselves while arriving at this decision.
2)      The debates shall be awarded by a majority vote among the adjudicators.
3)      The best speaker shall be decided on the basis of aggregate marks awarded by each individual adjudicator. They shall also give their brief written comments on each speaker’s performance.
4)      The decisions of the adjudicators shall be final and binding.
   VI.      COMPLAINTS AND DISPUTES
1)      Any complaints or concerns on any technical aspect of the tournament should be communicated as soon as possible to the A-core.
2)      The decision of the A-core in respect of any dispute during the competition shall be final.
